The government is charged with managing the most diverse nation in the world, while seeking to look after the interests of as many people as possible. Controversy is inevitable in a country with diversity of races, ethnicities and political sentiments. Public policy is not free from controversial legislation. Chapters 10 and 13 thoroughly discuss issues of legal and social equality, as well as the politics of private morality. The formation of public policy related to private morality and social equality is very controversial because there are targeted groups that will benefit from it and non-targeted groups that will be ignored by the policy; however, a policy such as affirmative action affects both targeted and non-targeted groups. The main difference between the two types of politics is the openness and consequent restriction of moral politics; and attention to achieving equality for target groups when developing social equality policies.
