If all the other nurses agree and approach the nursing manager to make sure it is an appropriate solution, this shows that everyone supports the initiative taken but knows still the nursing manager is the leader. The nurse manager's response may be that he appreciates the RN's initiative to find a solution and that he will review the program to see if he thinks the RN's solution would work. Furthermore, the nurse who changes patients also agrees and is happy to help others knowing that if it were her, the other nurse would also help her and change patients. The result could be a change in how patients are assigned for the time being and that those five unstable, heavy-workload patients are not assigned together for anyone else
