People don't always hit their target, in fact they hit less than 50% of the time. An example is if someone is using self defense and goes to shoot the person and misses, they could hit someone else causing more problems. In the article “Why Our Campuses Are Safer Without Concealed Guns” (SGFS), it is claimed that “New York City Police Department officers found that they hit their targets about 20% of the time. That year, their officers intentionally shot at a person 364 times, hitting the target only 103 times, a success rate of 28.3%. «Taking all these elements into account. The flow of adrenaline, the movement of the target, the movement of the shooter, the officer, the lighting conditions, the weather... I think that's a high rate when you consider all the variables...'” This explains that not even the police officers continually hit their targets. People always miss their goals by causing harm to other people. Having a permit and training would be helpful and would increase people's success rate. If society wants to carry and shoot firearms, then it needs to know everything about how to use one. Most students don't know how to use a gun or even how to hold one
