Some believe that Jinnah was solely responsible for the creation of Pakistan. It is stated that: Mohammad Ali Jinnah feared that Muslims would be excluded from the prospects of advancement if the country was governed by a Hindu social organization. For this reason he transformed the league into a tool to unite Indian Muslims. He then emerged as the leader of the Muslims and under his leadership, the League adopted the resolution to form a separate Muslim state in 1940.
