In 1986, President Reagan addressed American citizens expressing his concern that the loose structure of the Immigration Act of 1965 and the illegal immigrants it allowed into the United States could threaten security national. He wanted to stop illegal immigration, saying people in California didn't like the fact that they were the ones paying billions of dollars to take care of illegal immigrants crossing the border. In the 1990s, global terrorism spread to the United States. After numerous domestic terrorist attacks, such as the 1993 attack on the World Trade Center and the 1995 bombing of the federal building in Oklahoma City, Congress passed the Illegal Immigration Reform and Immigrant Responsibility Act in 1996.
