Managing a communications suite will change over the next 10 years due to a 2010 presidential memorandum directing the Secretary of Commerce, operating through the National Telecommunications and Communications Administration. information (NTIA), to work with the Federal Communications Commission (FCC) to make available a total of 500 megahertz of federal and non-federal spectrum for mobile and fixed wireless broadband use. The reallocation of frequency spectrum will nearly double the amount of commercial spectrum and is expected to spur investment, economic growth and job creation, while supporting growing consumer and business demand for wireless broadband services ( National Telecommunications & Information Administration, n.d.). the need for frequency spectrum reallocation by the FCC and NTIA is necessary due to the expansion of digital wireless communications. A digital wireless communication circuit requires four times the bandwidth of an analog wireless communication circuit. The shift to digital television, satellite TV, HD TV, and the increased use of cell phones and cell phones with data plans have been the primary cause of the need to reallocate frequency spectrum. Radio spectrum has become a natural resource that has traditionally been managed through administrative processes through government institutions. Technical and market changes have created an environment characterized by faster decision-making and greater economic importance for radio services.
