The peace treaty signed by the United States and Hanoi did not mean the end of the conflict in Vietnam. The Republic of Vietnam, as Nixon saw it, was still the only legitimate government in South Vietnam. South Vietnam's president, Nguyen Van Thieu, even reiterated his four-no policy soon after the peace agreement of Paris. This policy called for “no recognition of the enemy, no disguised coalition government, no pro-communist southern region of Vietnam, and no concessions of territory to the communists.” So the war didn't end in 1973. The 1973 war was their war, not America's. It was a war fought between Vietnamese and non-Americans, although America still had a role in this war. Thieu began challenging the Paris Peace Agreement shortly after it was signed. Thieu broke the ceasefire by bombing Joint Military Commission teams who were in the countryside mapping their respective areas. This was a requirement of the Paris Peace Agreement. Thieu also broke the ceasefire by launching offensives against PRG (Provisional Revolutionary Government) areas. Thieu believed that the presence of North Vietnamese troops “relieved him of any obligation to honor the ceasefire agreements.” Thieu implemented economic blockades to the regions that were under the control of the PRG. History seemed to repeat itself. The Geneva Accords were ignored and it looked like the Paris Peace Accords would be ignored as well. The PRG and the DRV (Democratic Republic of Vietnam) wanted to give peace a chance and not continue the military war. The DRV then imposed the Five Bans. The Five Prohibitions prohibited both PRG and DRV soldiers from attacking the enemy, from attacking the enemy by carrying out land-stealing operations, from surrounding outposts, from bombing outposts... half of the paper... there was even an attack American plane against “a convoy of North Vietnamese mobile missiles”. Tran Van Huong replaced Thieu as president, but it was short-lived. Duong Van Minh, who had previously served as president in the South Vietnamese government, became president of the Republic of Vietnam on April 28, 1975. Minh's presidency was also short-lived, as he ordered a ceasefire on April 30. Hanoi quickly moved south to appoint officials and reorganize society. Northern and Southern Vietnam had been separated for thirty years. The period 1973-1975 was “their war,” not the American war in Vietnam. This war was fought between Vietnamese. The United States was involved monetarily, but for the most part this war was fought between North Vietnam and South Vietnam. North Vietnam won and the war ended. Vietnam had finally been reunited after many bloody years of war.
