These rights are universal and protect the basic existence of all humanity, regardless of race, gender, religion and social class. Considering these facts, humans cannot do without water, that's why people in developing countries turn to rivers, streams and any stagnant body of water that can satisfy their need for survival. The problem with these water sources is that they lack proper treatment and sanitation. Why are sanitation and proper treatment critical here, given that under normal circumstances this is the same water used for everything from drinking to cooking to washing clothes to even bathing? It doesn't end there, even their livestock uses the same water and because human activity and animal activity intersect in such an unhealthy way diseases such as Ebola in Africa, cholera, hepatitis and typhoid fever and it creates contamination and the most basic resources that are needed to survive today has become a weapon that attacks the health of the population creating a completely different set of problems for society and the world at large. This is where the government needs to step in and provide safe and clean drinking water to its citizens and it doesn't need to come from the United Nations, making it a project before these developing country leaders do the right thing. Citizens of developing countries must rise up and start demanding that their government provide them with these basic services and that leaders who refuse to listen be voted out.
