Part A: ContextThere are three different populations that qualify an individual as a victim of human trafficking: under US law they are minors, individuals under 18 years of age, who are forced to engage in commercial sex, individuals aged 18 years and older who become involved in commercial sex through fraud, coercion or force, and the third population is a mix of children and adults who are forced to provide labor or services while in an involuntary position of servitude, debt, servitude or slavery through force, deception or intimidation. Perpetrators of this crime usually target people who have no hope or very few opportunities, however their victims are of different ages, socioeconomic status, gender, nationality and education level (The National Child Traumatic Stress Network, 2014). ) 1585 is an amended bill based on bill AB 795 that died in the Committee on Appropriations in February 2014. AB 1585 addresses the protection of the rights of victims of human trafficking. This amended bill was reinstated for legislative approval on February 3, 2014 (Alejo, 2014). As the first time the bill passed through the Public Safety Committee under a different name, it passed with a unanimous bipartisan vote. After passing the Public Safety Committee, the bill was then sent to the House of Appropriations to have a hearing on April 9, 204 where it was then subsequently sent to final suspense.
