IntroductionThe American view of government today is predominantly negative. This is an America steeped in distrust of government. It doesn't matter whether a person leans left or right, America believes in the culture and spirit of individual choice. Americans believe they have the right to have their individual voice heard and believe it is wrong to be forced to obey the government's external ideals, which is why Americans have difficulty supporting the government and public administrators who oversee government agencies, a difficult task task I might add. Governing in an era of mistrust is more difficult than governing in an era of trust, and because of this, the government now lacks the legitimacy to impose its will on Americans, so politicians and public administrators face pressure extraordinary for creating situations where all Americans can feel like they are getting something of value. It is an impossible task force that forces administrators to act in ways that can lead to unethical decisions, abuse of power or misuse of public assets, leading down the road to illegitimacy. Mistrust is only one aspect of the legitimacy problem in the Public Administration (PA). This article will discuss and examine legitimacy issues in the Palestinian Authority through the lens of the four sources of legitimacy in the Palestinian Authority, which are the constitution, law, public perception, and professionalism. First, a discussion of the current legitimacy problems that administrators and public bodies struggle with on a daily basis and second, an examination of the nature or intrinsic reasons for these legitimacy problems. Legitimacy ProblemBefore diving into the legitimacy problem in PA, an understanding of what legitimizes PA should be taken into consideration. Legitimacy depends... on the medium of paper... the nature behind the legitimacy problem. Nature consists of the remaining five pillars of PA, ethically uneducated factors and psychological factors that lead administrators to unethical behavior, and how the Constitution does not allow legislative authority to be in the hands of bureaucrats. Public administrators face extraordinary pressure to operate in a way that is accepted by Americans. This is an impossible task that forces the administrator to act in ways that can lead to unethical decisions, abuse of power or misuse of public assets, leading down the road to illegitimacy. America is a country of free choice contrary to the government's mission to decide what is best for Americans. Until government is decentralized and stripped of its broad authority viewed through the lens of the Constitution, citizens' negative perceptions of government will continue to exist..
