Primary health care is the essential phase of the Canadian health care system. It is often associated with other specialized health sectors and community services. Many patients turn to various primary healthcare services, such as family doctors' practices, mental health facilities, nurses' practices; they call health information lines, for example Tele-health; and receive suggestions from doctors and pharmacists (Prime Ministers; healthcare meeting, n.d.). This service can prevent patients from going to the emergency room when all they need is guidance and advice. Having primary care services can reduce acute bed consumption, where only seriously ill patients can use acute beds when available. Primary care is not just about treating diseases but helping patients receive preventable measures; promotes healthy choices (Primary Health Care, n.d.). The focus on appropriate health services, when and where they are needed, has improved individuals' ability to access primary care in various settings: at home, in the hospital, or in any number of family health care settings, such as Family Health Team (FHT). ), Community Health Centers (CHCs) or nurse-led clinics. This article will examine the controversial and heated argument in the Romanow Report regarding primary care. We will begin with a discussion of the outcomes of the Health Care Renewal Agreement (2003) and the First Meeting of Ministers on the Future of Health Care in Canada (2004), both relating to primary care, followed by an evaluation and analysis of the different ways in which agreements have been approached to support primary care.
