With few friends and no relatives in the United States, Ms. Ismail found herself in a difficult situation. The author, Rachel Aviv, raises several questions about the government's new approaches to child abuse. The traditional approach regarding child abuse cases was to keep families together. According to the article, a study published in Development and Psychopathology found that “children in foster care have a weakened ability to regulate their emotions and impulses and to persevere in the face of intellectual challenges” (Aviv, 2013). Children placed in foster care develop different types of needs after being removed from their family. These children are also more likely to become involved in the criminal justice system.
