The chapter will provide a brief history of social protection, global and national perspective of social protection1.1 History of social protection Traditionally, social protection has been used in the European welfare state and other parts of the developed world to maintain a certain standard of living and address transient poverty. One of the earliest examples of state-provided social protection can be traced back to the Roman emperor Trajan, who expanded a free grain program to include the empire's poorest citizens. Furthermore, he established public funds to support poor children. Organized welfare was not common until the late 19th and early 20th centuries. It was during this period that welfare systems aimed at the working classes were established in both Germany and Britain. The United States followed several years later, during the Great Depression, with emergency aid for those hit hardest. However, modern social protection has grown to encompass a much broader range of issues and purposes; it is now being used as a policy approach in developing countries, to address problems of persistent poverty and address structural causes.
