Primarily, Bullock seeks to demonstrate that the increase in the number of unemployed youth calls for the need to direct the careers of young adults towards more secure professions. However, not all young unemployed people have access to career guidance because they are not aware of such services or because they do not have the money to pay the costs of the service. Therefore, federal and state governments must provide easily accessible institutions for unemployed young adults. For example, job centres, one-stop guidance centers or the provision of free guidance counselors at free city libraries.
