When Frank is first asked to help with the education bill, he makes it clear to the president's chief of staff that he will do whatever the president asks of him. Frank is structuring the situation for the chief of staff so that she feels he is committed to the party and willing to help out. Frank was able to make this initial statement seem genuine and as if there were no cruel intentions towards the president moving forward. As Frank continues to work on the bill, he is faced with another situation in which he must formulate the idea of ​​relinquishing control of the education bill from its original owner to Frank. Frank does this by offering to be the martyr due to the public disclosure of the initial bill.
