After gaining power over the Pride Lands, let the hyenas run wild. Combined with drought, this led to a famine. Despite the crisis, Scar took no responsibility and blamed everyone else. Meanwhile, while Shakespeare does not show how he treats his subjects, Claudius' leadership skills are stronger than Scar's. Throughout the opera, Claudius must face the looming threat of war from Norway. Instead of simply ignoring the obvious problem like Scar did, Claudius works to diffuse the situation as best he can. For example, Claudius reacts to the news that the Prince of Norway intends to attack his country by saying this: “The matter is this: we have here written to Norway, uncle of young Fortinbras who, helpless and bedridden, as soon as he hears of this he his nephew's purpose: to suppress his further pace here, as the complete levies, lists, and proportions are all taken from his subject; and we here send you, good Cornelius, and you, Voltemand, as bearers of this greeting to old Norway, giving you no further personal power in affairs with the king beyond that permitted by the scope of these enlarged articles." Claudius does his best to keep his country out of war by sending a letter to the King of Norway to warn him
