September 17, 1787, Philadelphia, Pennsylvania; During the summer heat, a group of delegates gathered in a stifling meeting room at Independence Hall. After four months of closed-door quorum, thirty-nine participants in the Constitutional Convention signed a four-page handwritten document. This document has been considered, by many, to be the framework for the greatest form of government ever known; the Constitution of the United States. One of the first of its kind, the Constitution outlined the regulatory framework for the government we know today. A government of the people, by the people and for the people; built from three branches; each branch responsible for its own responsibilities. Article one established the Congress, or legislative branch, to which legislative powers would be entrusted. Article Two created the executive branch, giving executive powers to a president, who would act as commander in chief of the country's military forces. The President of the United States also serves as head of state to foreign nations and can establish treaties and foreign policies. Additionally, the President and departments within the executive branch were established as the arm of government responsible for implementing and enforcing laws written by Congress. Thirdly, under Article Three of the Constitution, the judiciary was established, which consequently entrusted the task of interpreting laws, determining the constitutionality of laws and applying them to individual cases. The separation of powers is central to the system of checks and balances between the three branches; however, despite being separate, they must support each other's functions. It has become more common for federal law enforcement agencies to partner with local law enforcement agencies. Monetary influence from programs administered by the executive branch with programs like COPS, helps bring new technologies to local police agencies, thus impacting policing. Additionally, federal law enforcement agencies' creation of new crime-fighting technologies eventually makes its way into state and local police departments. This supports the idea that both the legislative and executive branches influence law enforcement; however, the executive branch provides more direct and active influence.
